The IAC Legislative Committee is responsible for setting the legislative priorities for IAC
each year. Bylaws allow the committee to set up to five priorities. Once these priorities
are set, they become the official IAC Legislative Package for the year. This year, the
committee chose a different approach to setting priorities than in years past. The
committee decided to prioritize four resolutions, with the intention of bundling other
approved policies under the overarching themes that make the most sense. This will lead
to greater flexibility and options for the IAC to seize opportunities that may arise during
the 2026 legislative session.

Partner with the Idaho Legislature to provide full transparency of the costs of county services required by the state, including providing non-property tax revenue sources for any future state-mandated county services. As part of advocating for increased fiscal transparency and accountability, IAC will push for increased state funding for state inmates in county jails, increases to e911 fees, recording fees, and the ability for local public health districts to set food inspection fees to cover actual costs.

Identify additional non-property tax county revenue sources, including a lodging tax imposed on tourists and a local option sales tax to pay for county courthouses and jails, to reduce over-reliance on
property taxes and stop the trickle-down tax shift to homeowners, farmers, and small businesses.

Amplify the voice of counties in federal land use decision-making by codifying the standing of
county commissioners as local land use experts.

Give counties the option to legally publish notices on their websites, providing free public notice of county actions instead of requiring publication in newspapers with declining circulation.
