The 2026 IAC Midwinter Legislative Conference provided a timely and productive forum for Idaho’s counties to engage on policy, budgets, and the future of county government. With 43 of Idaho’s 44 counties represented and more than 315 county elected officials, department leaders, deputies, and staff in attendance, counties made a strong and unified presence at the Capitol during a critical point in the legislative session.
Throughout the week, county leaders participated in concurrent workshops, IAC steering committee meetings, keynote presentations, and policy-focused networking opportunities centered on the legislative and fiscal issues shaping counties across Idaho. Discussions focused on the state and national economy, the status of the state budget, and the implications for county services, infrastructure, and public safety, reinforcing the importance of coordination and collaboration across all levels of county government.
Those conversations were strengthened by expanded participation from a broader range of county professionals, including staff from IT, emergency management, planning and zoning, infrastructure, and planning departments. Bringing together diverse county roles created valuable opportunities for shared learning and cross-department collaboration, better positioning counties to respond to complex and evolving challenges.
A keynote address from Lt. Governor Scott Bedke helped frame the week’s discussions, offering perspective as counties navigate current fiscal constraints and emphasizing the importance of collaboration and practical solutions moving forward. Zions Bank Senior Economist Robert Spendlove followed with a clear overview of economic trends at both the state and national levels, setting the stage for a panel discussion with state agency leaders on how recent budget setbacks may affect counties and the essential services they provide.
This year’s conference also took place during a milestone moment for the Idaho Association of Counties, as 2026 marks IAC’s 50th anniversary. Founded in 1976 by county elected officials, for county elected officials, IAC has spent five decades strengthening county government through collaboration, coordination, and shared expertise, and remains a trusted, nonpartisan organization owned and governed by Idaho’s counties.
Looking ahead, IAC advanced that legacy through the adoption of the 2025–2028 Strategic Plan, Counties Leading Idaho: United for Excellence. Developed in collaboration with the IAC Board of Directors, the plan focuses on advancing county interests, educating and preparing county leaders, delivering efficient and innovative programs and services, and responding to the evolving needs of IAC members.
Relationship-building was woven throughout the conference, beginning with a Kick-Off Celebration that connected county officials with IAC’s corporate partners and exhibitors. During the week, attendees met with legislators at the Capitol, attended committee hearings, and participated in guided tours led by IAC’s policy staff, reinforcing the county voice at the Statehouse. The Annual Legislative Reception concluded the conference with Idaho-inspired hors d’oeuvres and live harp music, providing a fitting celebration of IAC’s 50th anniversary year.
