What to Watch: Week of January 30, 2023

This week will be busy in the statehouse as we gather for IAC’s Midwinter Legislative Conference. The wheels of government in the Legislature are beginning to turn, so we should see multiple IAC policies along with two IAC priorities receive introductory hearings before the week is over.

Legislative committees use introductory hearings to determine whether they want to print the legislation and possibly give the bill a full hearing at a later date. Public testimony is not allowed during the introductory phase of the legislation. However, the public is still welcome to attend in person or using the link provided in the committee agenda, which can be found here.

Monday

The Senate Judiciary and Rules Committee will hold an introductory hearing on two IAC policies for which the Idaho Association of County Recorders & Clerks (IACRC) is taking the lead. The first is a cleanup to date changes implemented last year regarding court fee remittance. The second would allow the venue change filing fee to be paid and retained by the original county when the change of venue motion is filed. The committee meeting is scheduled to begin at 1:30 p.m. (MST) in room WW54.

Wednesday

The cleanup for House Bill 735 (one of IAC’s priorities for the session) is tentatively scheduled for a hearing in House Health and Welfare on Wednesday at 9:00 a.m. (MST) in room EW20.

Other Possible Introductory Hearings

Another IAC priority (DMV Title Administration Fees) will likely receive an introductory hearing in the House Transportation Committee on Thursday at 1:30 p.m. (MST) in room EW40.

In addition, we could see an introductory hearing for an additional IAC policy being carried out by the Idaho Association of County Treasurers (IACT) that would help give direction to county treasurers regarding investments. The agenda for Senate Local Government and Taxation has yet to be posted, so this has yet to be confirmed. The committee traditionally meets on Tuesdays, Wednesdays, and Thursdays.
