Idaho Association of County Assessors
Hollie Ann Flansberg’s public service began nearly 27 years ago in Gem County’s Motor Vehicle Department. She became a certified appraiser in 2009 and held a variety of positions in the Assessor’s Office before being elected Gem County Assessor. She is now completing her second term.
Assessor Flansberg has been a consistent advocate for professional education, consistency in assessment practices, and collaboration among Idaho’s counties. Within the Idaho Association of County Assessors, she has served as Vice President and Legislative Chair, and she currently serves on the IAC Board of Directors. At home, she has led both the Assessor’s Office and Motor Vehicle Services through significant change, including a major office relocation. She has also built comprehensive protocols, policies, and procedures so the office stays consistent and efficient for future generations of employees.

Idaho Association of County Recorders and Clerks
Elected in 2010, Mary Prisco has served as Boise County Clerk since January 2011. Within the Idaho Association of County Recorders and Clerks, she served on the Budget Committee from 2019 to 2026, the Elections Committee in 2019, and as State Tax Commissioner Representative from 2020 to 2022. In each role, she brought practical expertise in county finance, budgeting, and property tax administration.
Clerk Prisco is also a respected instructor for IAC and IACRC educational programs. She specializes in county budgeting and statutory financial mandates and is known for making complex financial principles accessible to newly elected officials and veterans alike. Her signature accomplishment came in Boise County, where she overhauled the county budget manual to meet the highest standards of transparency and national best practices. That work strengthened the integrity of the county’s financial operations and helped restore it from a period of severe financial crisis.

Idaho Association of Commissioners and Clerks
Todd Smith has earned his leadership roles one step at a time. He moved up through the chairs of the Idaho Association of Commissioners and Clerks to serve as its President from 2014 to 2015. He joined the Local Highway Technical Assistance Council in 2018 and now serves as Chairman of the LHTAC Board. In that role, he has been asked to sit on committees and testify before the Legislature on special issues. Since 2023, he has chaired the IAC Infrastructure, Land Use, and Transportation Committee.
At home, Smith is Chair of the Madison County Commission. He has taken an active role in the new Eastern Idaho Regional Solid Waste facility and in purchasing property and planning for the county’s new fairgrounds. His service also includes the Fair Board and Livestock Committee, the 5C Detention Board, the Airport Board, the Madison Memorial Hospital Board, the Magistrate Commission, and the Drug Court Commission. A Realtor by profession, he brings deep knowledge of property issues to those decisions and keeps the best interests of Madison County’s citizens at the center of each one.

Idaho State Association of County Coroners
Serving as Nez Perce County’s elected Coroner since 2017, has worn many different hats. He has been the Idaho State Association of County Coroners 2nd Vice President, 1st Vice President, and, in 2025, President. He also serves as IAC’s District 2 Chair and sits on the ICJC, Legislative, By-Laws, and Education committees. He has regularly attended ISACC conferences, including a combined IAC/ISACC conference last year.
Within Nez Perce County, his work alongside law enforcement and the prosecutor’s office has helped secure convictions of drug dealers in fentanyl overdose deaths. The county was one of the first in Idaho to bring such prosecutions. Nez Perce County Prosecutor Justin Coleman said Hall’s efforts on those cases were “a very important piece in getting justice for the victims.” Coleman added that Hall is always ready to go the extra mile on any death case. Colleagues note that Hall doesn’t just hold the title of elected coroner and department head. He does the work himself, leads by example, and is always seeking out further training.

Idaho Prosecuting Attorneys Association
Lindsey Blake has served as Fremont County’s elected Prosecutor since January 2021 and has been elected twice. She serves on IAC’s Justice and Safety Committee and has attended several IAC conferences during her time in office.
Prosecutor Blake joined the prosecution team on the Vallow/Daybell cases in eastern Idaho before she was ever sworn in. She spent months learning everything she could about the case, then served as one of the lead prosecutors. She and her team presented the cases against Chad Daybell and Lori Vallow to a grand jury and obtained indictments for murder, conspiracy to commit murder, insurance fraud, and grand theft. She went on to help lead the team through years of litigation and trial preparation, working closely with fellow prosecutors, law enforcement, and victim coordinators. Her work was driven by a commitment to justice for Tylee Ryan, JJ Vallow, and Tammy Daybell, and by compassion for their families. It ended in convictions on every indicted charge. Despite the national attention, Blake sought no recognition and returned to serving Fremont County’s citizens.

Idaho Sheriffs’ Association
Dave Hansen began his law enforcement career in Oregon in 2000. In 2002, he joined the Butte County Sheriff’s Office in Arco, which he has always considered home. After several years as a Patrol Deputy, he spent time with the Fruitland Police Department, where he served as a Patrol Officer, Senior Patrol Officer, SRT Operator, and Detective. That included work with the High Desert Drug Enforcement Team, investigating narcotics and major crimes across multiple counties in Idaho and Oregon.
Sheriff Hansen returned to Butte County as Chief Deputy in December 2015 and was appointed Sheriff in April 2018. He was elected in 2020 and reelected in 2024. Within the Idaho Sheriffs’ Association, he has served as Secretary, 2nd Vice President, and Vice President, and he is President for 2026. He also oversees the State Search and Rescue Fund, reviewing reimbursement requests for Sheriff’s Offices statewide, and has served on the Association’s legislative committee. He has logged more than 1,400 hours of law enforcement training.
Under his leadership, the Butte County Sheriff’s Office has modernized significantly. A grant-funded remodel expanded the Dispatch Center, and the office adopted new Computer Aided Dispatch software, integrated Records Management and Jail Management Systems, and upgraded equipment for deputies. He has also implemented new policies to reduce liability, improve community service, and maintain professionalism throughout the office.

Idaho Association of County Treasurers
Tanna Beal has served Bingham County for nearly 26 years. She started as a part-time employee, rose to Chief Deputy, and was elected Treasurer 13 years ago. Within the Idaho Association of County Treasurers, she has served as Education Chair and Co-Chair, shaping training for new treasurers and annual conferences. She has also represented IACT nationally as a NAACTFO Director and served as District 5 Treasurer. At IAC, she has served on the Intergovernmental Affairs, Revenue & Taxation, and Environment, Energy & Land Use committees.
Much of her impact comes from work behind the scenes: researching, writing, and updating educational materials and helping new treasurers find their footing. She is a Certified Finance Official, Certified Finance Professional, and Certified Finance Executive. Her colleagues describe someone who is always willing to help and who “bends over backwards to support the taxpayers of the county,” as one nominator put it.
