Clayton “Clay” Boeckel serves as the Policy Advisor for Public Lands, Natural Resources, and Land Use at IAC, where he provides strategic policy advice and support to the Executive Director, Director of Government Affairs, IAC committees, litigation funds, and the broader IAC membership. In this role, Clay is responsible for conducting in-depth policy research, analysis, and reporting, evaluating federal policies and regulations, and drafting formal comments on behalf of IAC to proposed state and federal rules. He also drafts proposed state and federal legislation, reviews legislative developments, and advocates for IAC’s priorities through lobbying and testimony before state legislative bodies. Additionally, Clay works closely with the Taxation and Revenue Committee and Legislative Committee to help guide and influence policies.
Clay’s professional background is in law, specializing in business, property, estate planning, and tax law. He holds a Business Administration degree from Boise State University, a Juris Doctor (JD) from the University of Idaho, and a Master of Laws (LLM) in Taxation Law from New York University. This diverse legal and business background aids in navigating complex regulatory environments and providing valuable insight into public lands, natural resources, land use, and tax policies.
Outside of work, Clay enjoys golf, travel, and chess. He values time spent with his family, friends and dog Scully and takes every opportunity to unwind with these pursuits. Clay is committed to helping shape effective, balanced policies that benefit the communities IAC serves and looks forward to continuing his work in this dynamic role.
