The Idaho Association of County Treasurers met on February 2, 2016 at 8:00 am at the Riverside Hotel in Boise in conjunction with the Idaho Association of Counties Midwinter Conference.
President Vicky McIntyre called the meeting to order. After the pledge, invocation, and roll call, the business meeting reports were given by each committee chair. District III Chair, Donna Peterson, gave us an update on the 2016 IACT Annual Conference to be held in Boise the first week in August.
Jill Dunn and Janie Pankratz of US Bank educated the body on BASEL, collateral costs, securities vs. letters of credit and other various changes in banking regulations.
Our education continued with a panel discussion by Elaine Molignoni, Director of Human Resources, Twin Falls County and Jim McNall, ICRMP Insurance. They discussed best practice methods for hiring, employee coaching, and termination.
The IACT President, Vicky McIntyre, Vice President Deanna Curry, and NACCTFO Delegate, Donna Peterson recently attended the National Association of County Collectors, Treasurers, and Finance Officers Legislative Conference in Washington, DC held February 19th and 20th, 2016.
The conference included continuing education courses in policy and management offered by the Public Policy Administration program at the University of Missouri-St. Louis (UMSL).
The sessions also included exploring how federal, state, and county governments work together (or not) to achieve common goals; an overview of today’s legislative process, focusing on what the upcoming elections mean for county treasurers; an update on the current interest rate environment from an economic perspective; and a discussion of basic principles and current trends in employee retention and engagement in public organizations.
