The Idaho Association of County Assessors (IACA) convened in Twin Falls, Idaho, from August 19–21, 2025, for its annual conference, hosted at the Canyon Crest Event Center.
The conference kicked off on Monday with an optional golf scramble or bus tour of four unique, beautiful state parks located throughout Gooding County. The group gathered in the evening at the Malad Gorge State Park for a taco truck dinner sponsored by GovPros, where county assessors from across the state were able to reconnect before diving into the robust conference agenda.
Tuesday morning began with warm welcomes from IACA President Justin Baldwin and Gooding County Assessor, as well as from Twin Falls County Commission Board Chair Don Hall. Bonneville County Assessor Dustin Barron then led attendees in the Pledge of Allegiance, followed by an invocation offered by Shoshone County Assessor Jerry White. The opening session also included approval of the previous meeting minutes, treasurer and historian reports, and introductions of guests, including Idaho State Tax Commissioners Jeff McCray and Paul Woods.
Day one also featured a series of committee updates, including reports from the Blue Committees, Gold Committees, Mapping Committee, Agriculture Committee, Real Property/Exemptions Committee, Ratio Studies Committee, and the Timber Committee.
The second day began with meetings of the Nominating Committee, Rules Committee, Technical Support Committee, Legislative Committee, Education Committee, and Assessors Manual Committee. The day also featured the IACA Business Meeting, where members approved the 2026 budget.
In the afternoon, the assessors presented the prestigious Assessor Service Award to State Tax Commission employee Pam Waters.
“We wanted to give this award to Pam to recognize her ongoing efforts to help assessors with questions about a variety of issues, from the circuit breaker to the homestead exemption,” said Baldwin. “Pam is always excellent about helping. She is crucial to our association. We know we can always count on her.”
That evening, the IACA Annual Installation Banquet was held, and new executive officers were sworn in. Brian Stender, Canyon County Assessor, was sworn in as the 2025-2026 IACA President. Holli Ann Strang, Gem County Assessor, moved to the position of IACA Vice President. Jessica Roach, Jefferson County Assessor, moved to IACA Secretary, Josh Dison, Elmore County Assessor, became the IACA Treasurer, Olivia Drake, Boundary County Assessor was elected IACA Historian, and Justin Baldwin, Gooding County Assessor, became IACA’s Immediate Past President.
The final day concluded with a forward-looking discussion on upcoming conferences, including plans for the 2026 Annual Conference, scheduled for August 18–20, at the Nampa Civic Center.
