The Idaho Association of Commissioners and Clerks (IACC) gathered in Coeur d’Alene for their 2025 Annual Conference this June 3-5. The event kicked off with IACC President Sharee Sprague welcoming everyone to the conference and IACC Vice President Zach Brooks delivering the pledge of allegiance. Kootenai County Commissioner Leslie Duncan wrapped up by welcoming attendees to Kootenai County.
The first day offered commissioners and clerks two workshops to receive credits as part of IAC’s County Officials Institute (COI). Carl Ericson, Legal Counsel Risk Manager, and Sandy Moser, Director of Operations at ICRMP, led a session on the importance of policies, while Shoshone County Prosecuting Attorney Benjamin Allen presented on public records.
Additional highlights from the first day included updates from IAC Executive Director Seth Grigg on Payment in Lieu of Taxes (PILT), and a Levy Process Training led by Jerry White, Shoshone County Assessor, and Steve Onofrei, Canyon County System Analyst. The day concluded with the IACC Business Meeting, which covered the approval of the 2026 IACC budget, a Nominating Committee report, secretary/treasurer candidate speeches, and consideration of IACC bylaw amendments.
On Wednesday, commissioners and clerks were split up to focus on topics specific to their elected positions. Commissioners began the day with briefings from Cybersecurity and Infrastructure Security Agency (CISA) and a presentation on Public Health Governance & Funding, while clerks met with lobbyist Emily McClure, Blake Houde, and Hailie Johnson-Waskow, for a legislative update. They also heard from Idaho Secretary of State Phil McGrane.
The groups reunited for a joint lunch sponsored by ICRMP, then returned to separate breakout tracks in the afternoon. Commissioners attended a legislative panel moderated by IAC Director of Government Affairs Sara Westbrook, featuring Senator Ben Toews, Representative Jordan Redman, and Representative Mark Sauter. They also earned COI Commissioner core credits through presentations on the Board of Equalization Procedures by Property Tax Division Administrator George Brown, as well as sessions on planning & zoning and public lands payments, both led by IAC staff. The clerks finished their afternoon with engaging discussions around absentee ballots, committee reports, and accounting procedures.
The second day concluded with a scenic evening aboard a Lake Coeur d’Alene cruise. Attendees enjoyed the sunshine, appetizers, and refreshments while networking. Power County Clerk Sharee Sprague shared, “The lake cruise offered a fantastic backdrop for collaboration and relationship-building in a beautiful and serene setting. I am thankful to live and work in a state where public service is prioritized over personal interests, a fact I was able to observe firsthand in many of those connections and discussions.”
The final day of the conference wrapped up with one last round of breakout sessions in the morning before everyone reconvened for the closing IACC Business Meeting. During the meeting, newly elected officers were officially sworn in. Canyon County Commissioner Zach Brooks was sworn in as IACC President, Bingham County Commissioner Eric Jackson moved to IACC Vice President, Lewis County Clerk Alesia Winner was elected as IACC Secretary/Treasurer, and Power County Clerk Sharee Sprague became IACC’s Immediate Past President.
“I was honored to serve as IACC President and look forward to the great leadership that will follow in the coming years,” said Power County Clerk Sharee Sprague.
