The 2025 Idaho Association of Counties (IAC) Spring County Officials Institute (COI) successfully concluded after four one-day training sessions across the state throughout April and May. IAC policy staff traveled to Idaho Falls, Twin Falls, Coeur d’Alene, and Nampa to deliver essential legislative updates and budget training to county officials and staff.
“We are incredibly proud of the engagement and enthusiasm shown by county officials across the state,” said IAC Executive Director Seth Grigg. “These trainings are not only an opportunity to learn but also to connect, share ideas, and strengthen the foundation of local government.”
The one-day trainings covered critical topics such as Legislative Review, Economic Outlooks, County Property Tax Budgeting, County Government Budget Process, and Financial Accountability/Transparency.
The County Government Budget Process was presented by Clerks from around the state at each location. Abbie Mace, Fremont County Clerk, presented at Idaho Falls, Kristina Glascock, Twin Falls County Clerk, presented in Twin Falls, Patty Weeks, Nez Perce County Clerk, presented in Coeur d’Alene, and Angela Barkell, Owyhee County Clerk, presented in Nampa.
Kristina Glascock, Twin Falls County Clerk and IAC 2nd Vice President stated, “These institutes are not just a procedural step – they’re a critical investment in competent leadership, good governance, and public trust.”
In addition to gaining valuable insights and practical tools, attendees also earned credits toward their COI certificate. To complete the COI program, participants must earn 18 core credits and 12 elective credits. County commissioners are required to complete an additional 10 commissioner-specific core credits. Those pursuing an Advanced COI Certificate must earn an extra 35 credits beyond the standard requirements.
IAC offers numerous opportunities throughout the year for county elected officials and staff to earn COI credits. Trainings are available at both the Spring and Fall COI sessions, as well as during IAC’s two major events: the Midwinter Legislative Conference and the Annual Conference in the fall. Credits can also be earned through affiliate meetings and IAC’s webinars.
