All six IAC Districts met over the past couple of months, and IAC staff were lucky enough to be in attendance at each meeting.
District 1 Collaborates with Legislators
District 1 invited their legislators to a Local Legislators’ Luncheon. Chair Ben Allen (Shoshone County Prosecutor) welcomed the group and provided background information about IAC and its purpose. He explained what District 1 does for their counties and local constituents as well as the goals of IAC for collaboration with state and local decision-makers. A Q&A discussion with legislators followed. Elections for District 1 officer positions were also held during the meeting.

District 2 Meets Prior to Fall County Official Institute
District 2 met for a brief, early breakfast meeting prior to the kick-off of Day 2 of the Moscow Fall County Officials Institute. The district held elections for several officer positions. The following positions were elected:

District 3 Hosts Legislative Candidates for County Government 101
Boise County hosted District 3 county officials and legislative candidates prior to the general election. The District 3 officers organized a training session to help legislative candidates understand how county government operates, including the different roles and responsibilities of each county office, and took the opportunity to clear up common misconceptions about each office. Feedback regarding the information provided was positive, as legislators expressed appreciation for the opportunity to learn more about county governance structure. The district also elected a new treasurer while the other officers moved up.

*Since that election, Shelly Tilton has resigned as the Gem County Clerk. This means that Alex Sosa will move up to the position of Vice Chair, and the Secretary/Treasurer position will need to be filled at the next District 3 meeting scheduled during the IAC Midwinter Legislative Conference. According to District 3’s bylaws, the following office in line for district leadership is the county treasurer.
District 4 Holds Affiliate Luncheons, Then Comes Together for Afternoon Meeting
In District 4, each affiliate group gathered for lunch, using it as an opportunity to share best practices regarding the different challenges they face in their offices. The groups then gathered together at the Cassia County Courthouse for the full district meeting. Senator Kelly Anthon presented to the group, sharing his perspective on what to expect during the upcoming legislative session and the need to work together to ensure that local needs are met. State Controller Brandon Woolf presented to the group about Transparent Idaho Local. He explained how to find various data on the Transparent Idaho website. Both elected officials were warmly welcomed. The district also held elections for various open positions at the district level and swore in the new officers.

Bannock County Hosts District 5 Meeting
District 5 met in Pocatello for their final district meeting of the year. Their district has a standing invite for all of the legislators, many of whom attended. The district amended its bylaws, requiring the district to meet three times a year instead of four. Todd Mauger, with the Bannock County Juvenile Justice Department, provided an update on their new youth and family center, The Village. He explained some of the services they provide and their goals to help at-risk youth. Judge Rick Carnaroli gave a brief overview of his role as the Administrative District Judge in District 5. He emphasized the importance of having open communication to prevent confusion and conflict in the courthouses across the district. Multiple legislators gave updates on what issues they are planning on working on during the upcoming legislative session and the need for collaboration. The district wrapped up with elections for the District 5 legislative committee representative and alternate and the IAC Board representative and alternate.

Bonneville County Hosts District 6 Fall Meeting
District 6 held its fall meeting at the Bonneville County Elections Facility in Idaho Falls. Jefferson County Commissioner and District 6 Chair Scott Hancock warmly welcomed attendees and opened the meeting. Clark County Clerk and District 6 Secretary/Treasurer Lana Schwartz began the session with a roll call, followed by a review of the July 17th meeting minutes, a financial report, and a discussion about district dues. Scott Hancock facilitated an open discussion, addressing new and significant topics relevant to District 6. Key points included water curtailment issues, a timeline for approving the District 6 Bylaws, and an update regarding the IAC Board. To close the meeting, Madison County Commissioner and District 6 Legislative Representative Brent Mendenhall provided a recap of the 2024 Legislative session and led a conversation on potential IAC resolutions.
